Canada Holds Second-Ever Express Entry Draw for Senior Managers with Canadian Work Experience

Immigration, Refugees and Citizenship Canada (IRCC) has held another category-based round of invitations under the Express Entry system. This time, invitations went out to senior managers who already have Canadian work experience. On July 10, 2026, IRCC issued 500 invitations to apply (ITAs) in what is only the second-ever draw targeting this group.

To be picked up in this round, candidates had to meet the following requirements:

  • A minimum Comprehensive Ranking System (CRS) score of 392.
  • An active Express Entry profile created before 1:46 a.m. UTC on March 15, 2026.
  • Eligibility under the Senior Managers with Canadian Work Experience category.

What stands out is how much the cut-off has dropped since the first draw for this category. Back in March 2026, IRCC selected senior managers at a CRS of 429. This time the bar came down to 392, a 37-point drop. For senior professionals who thought their score was too low to compete in general draws, that shift is significant.

Why This Draw Matters

Category-based selection is IRCC's way of steering Express Entry toward the workers Canada's economy needs most. Senior managers, including directors, general managers, and executives in fields such as finance, construction, retail, healthcare, and technology, are on that priority list. Having existing Canadian work experience makes a candidate even more attractive to IRCC.

A lower cut-off tells us two things: IRCC is actively working through the pool of eligible senior managers, and the pool itself is smaller and more specialized than the pools for programs like the Canadian Experience Class (CEC) or the Provincial Nominee Program (PNP). If you fit this niche, your chances of being invited are meaningfully better than in a general round.

Who Is Considered a "Senior Manager" for This Category?

IRCC uses the National Occupational Classification (NOC) to define eligible senior-management roles. In general, this category is aimed at TEER 0 leadership positions such as:

  • Senior managers in financial, communications, and other business services.
  • Senior managers in construction, transportation, production, and utilities.
  • Senior managers in health, education, social and community services, and membership organizations.
  • Senior managers in trade, broadcasting, and other services.

You also need to show recent, qualifying Canadian work experience in one of these roles. Typically that means at least one year of full-time (or equivalent part-time) paid work within the last three years, in Canada, on valid status.

What You Should Do Right Now

If you're a senior manager currently working in Canada, or planning your PR strategy around an executive-level role, this draw is a strong signal that it's worth preparing seriously:

  • Check your NOC code carefully. A wrong NOC on your profile is one of the most common reasons applications get refused, even after an ITA.
  • Confirm your CRS score. With cut-offs for this category now under 400, many mid-scoring senior managers are back in contention.
  • Refresh your Express Entry profile. Language re-tests, updated education assessments, and new employment records can all move your score.
  • Line up your documents. Reference letters, T4s, pay stubs, and job descriptions should already be organized so you can respond quickly if you're invited.
