Overview

About the Federal Skilled Worker Program

FSW is the only federal economic program open to candidates with no Canadian work experience. Applicants are scored on a separate 100-point selection grid (you need 67/100 to qualify), then ranked within Express Entry by CRS.

FSW success in 2026 is driven by a strong ECA, CLB 9+ language scores, and category-based draw eligibility — especially French, healthcare and STEM.

Eligibility
  • 1+ year of continuous full-time foreign skilled work in the last 10 years
  • Language: minimum CLB 7 in all four skills
  • Educational Credential Assessment showing Canadian equivalency
  • 67/100 on the FSW selection grid
  • Proof of settlement funds based on family size
Documents
  • Detailed employer reference letters (NOC duties, hours, salary, dates)
  • ECA report and educational transcripts
  • Language test results valid at submission and ITA
  • 6 months of bank statements as proof of funds
  • Passports, police certificates, medicals

FAQs

Frequently Asked Questions

Do I need a Canadian job offer?

No — but it adds 50–200 CRS points if it's LMIA-based and meets specific criteria.

How much proof of funds do I need?

Roughly CAD $14,690 for a single applicant in 2026; more per family member. Funds must be liquid and unencumbered.

Is FSW or PNP faster?

FSW is generally faster federally; PNP can be the only realistic route if your CRS is below 480.

Does freelance work count?

Only if you can prove paid, continuous work with formal contracts — self-employment is heavily scrutinized.

Can I include study time?

No, only paid skilled employment is counted toward the 1-year requirement.

What if my ECA is older?

It must be less than 5 years old at the time of your Express Entry profile submission.
