What Does a PGWP Refusal Mean?

A PGWP refusal means that IRCC determined that the applicant did not meet the requirements for the Post-Graduation Work Permit based on the information and documents considered in the application.

A refusal does not automatically mean that every future work permit application will be refused. The appropriate next step depends on the specific refusal reason, the applicant's study history, current status, eligibility and the applicable PGWP rules.

The first step is to understand exactly why the application was refused and identify whether the issue can potentially be addressed through reconsideration, a new application or another immigration option.

If you applied while your study permit was still valid, your status after a refusal needs attention right away. Where status has expired, IRCC allows applicants to apply to restore it within 90 days in some situations — this should be confirmed against your own dates.

Common Reasons for PGWP Refusal

Each of these may affect eligibility depending on the circumstances. None of them leads to a refusal in every case.

Reason 1

Language Test Score Below the Required Level

Most PGWP applicants applying on or after November 1, 2024 must include English or French results, with limited exceptions. Scores are measured against the Canadian Language Benchmark (CLB) or, for French, the NCLC. University bachelor's, master's and doctoral graduates generally need CLB 7; most other graduates need CLB 5. Each ability — reading, writing, listening and speaking — is assessed separately, so one IELTS band below the applicable level can result in a refusal.

Reason 2

CELPIP Score Below the Required Level

CELPIP-General results are converted to CLB levels for PGWP purposes. The level you need depends on your program, and all four abilities must meet it. A strong overall result does not offset one lower skill score, and results must be less than 2 years old when you apply.

Reason 3

Study Gap, Authorized Leave or Unauthorized Leave

A break in studies does not automatically cause a refusal. Unauthorized leave or unexplained gaps in enrolment can affect eligibility, while authorized leave and scheduled breaks may be treated differently. How the gap happened, how long it lasted and how it was documented all matter.

Reason 4

Part-Time Studies or Issues With Full-Time Enrolment

PGWP applicants generally need to have been enrolled full time during each academic session, with some exceptions such as the final session. Concerns may arise from part-time semesters, a reduced course load, unexplained enrolment changes, missing enrolment records or an inconsistent academic history. Exceptions can apply depending on the circumstances.

Reason 5

Program Not Eligible for a PGWP

Graduating from a designated learning institution (DLI) does not mean every program leads to a PGWP. The type of institution and program, its length and how it was delivered all affect eligibility. Learn more about PGWP eligibility and requirements.

Reason 6

Field of Study or CIP Code Issues

Depending on your program and the date your study permit application was submitted, field-of-study requirements may apply. In that case, the program's Classification of Instructional Programs (CIP) code must be on IRCC's eligible list, and transitional rules may affect which version applies. These requirements do not apply to every applicant — university degree graduates are generally exempt.

Reason 7

Incomplete or Incorrect Documents

Missing, inconsistent or insufficient documents can make it hard for an officer to confirm eligibility. Examples include a final transcript, completion letter, proof of graduation, language test results, study documents and program information.

Reason 8

Study Permit or Immigration Status Issues

Your study permit history and whether you complied with its conditions can be relevant. For example, IRCC generally expects applicants to have held a valid study permit at some point during the application window. Status issues are assessed case by case and do not automatically lead to a refusal.

Reason 9

Program Duration or Study History Issues

Program length and study history can affect eligibility and permit length. Issues may involve program duration, combining multiple programs, program transfers, changes of institution, academic history or study interruptions.

Application Timing or Other Eligibility Issues

When you applied, and your circumstances at that time, can affect the outcome. IRCC generally requires the application within 180 days of receiving confirmation that you completed your program. Rules change, so the requirements in force when you applied are the ones that count.

What Can You Do After a PGWP Refusal?

Request a Reconsideration — Where Appropriate

In appropriate circumstances, an applicant may ask IRCC to reconsider a decision where there are grounds to believe relevant information was overlooked or an error may have occurred. Reconsideration is discretionary — it is not available or successful in every case, and it does not pause other deadlines.

Consider a PGWP Reapplication

Depending on the refusal reason and your eligibility, a new application may be an option — for example, if you are still within the application window and the issue can be addressed with correct documents. The refusal should be carefully reviewed before submitting another application.

Explore Other Work Permit Options

If a PGWP is not available, other work permit pathways may be possible depending on your circumstances, such as an employer-specific permit or a spousal open work permit. Each option has its own eligibility requirements.

Why was my PGWP refused?

Their program's CIP code must be on IRCC's eligible list. These requirements do not apply to every applicant.

Can I apply for a PGWP again after a refusal?

Sometimes. A new application may be possible if you still meet the eligibility and timing requirements and the refusal reason can be addressed. Timing, your current status and the specific refusal ground need to be reviewed first.

Can I request reconsideration after a PGWP refusal?

You may ask IRCC to reconsider a decision, for example where relevant information appears to have been overlooked. Reconsideration is discretionary and is not available or successful in every case. Other legal remedies have strict time limits, so it is important to act promptly.

What should I do after my PGWP is refused?
